Subway Program - Overview

The Greater Toronto and Hamilton Area (GTHA) is experiencing unprecedented growth calling for corresponding expansion of its transportation network. Expanding the transit system is essential. Increasing the transit network’s capacity into downtown Toronto, other major employment areas and neighbourhoods throughout the City is critical to unlocking the GTHA’s potential as a leading international metropolitan region and maintaining the GTHA’s appeal to people and major employers.
The Province of Ontario’s New Subway Transit Plan for the Greater Toronto and Hamilton Area contemplates $28.5 billion in new subway construction in the Toronto area along four transit subway projects, which include:

1. Ontario Line
2. Scarborough Subway Extension
3. Yonge North Subway Extension
4. Eglinton Crosstown West Extension

• strong connections:
  • bring rapid transit closer to Scarborough residents;
  • increase access to existing economic opportunities and support the important employment centre at Scarborough Centre;
  • support planned transit-oriented development in Scarborough;
• complete travel experiences:
  • improve travel time and reliability;
  • build an integrated transportation network;
• sustainable and healthy communities:
  • move people with less energy and pollution;
  • improve quality of life and public health; and
  • create new jobs across the region.

• room additions at the existing Line 2 Kennedy station;
• advancement of design for elements such as road detours and utility relocations;
• relocation of utilities;
• permits, licences, approvals and agreements (e.g. demolition permits); and
• remediation of known contaminated sites.

• three new subway stations, with associated bus terminal facilities;
• Passenger Pick-Up Drop-Off (“PPUDO”) at the terminal station;
• eight EEBs and other required emergency and life-safety facilities;
• design and construction of four Traction Power Sub Stations (“TPSSs”);
• underground transition structure of approximately 500 metres between Kennedy Station and the tunnel boring machine extraction shaft at Eglinton Avenue East and Midland Avenue;
• pocket track to be built as an underground structure in the cut and cover section between the extraction shaft and Kennedy;
• tail/storage tracks and special trackwork, as required;
• integration with existing infrastructure and systems at Kennedy Station;
• temporary and permanent roadway modifications and other surface facilities;
• utility relocations required to facilitate the construction of the stations, rails, and systems;
• all systems equipment including track, ventilation, signals, communications, integrated control system, traction power, and all other permanent mechanical and electrical systems;
• communications systems including network, public address, radio, telephone, Wi-Fi, CCTV, passenger information systems and supervisory control and data acquisition (“SCADA”) for controls and indications to TTC Control Center;
• conduit/raceway and cabling work for new rail systems, new facilities and interconnection to existing TTC systems;
• safety & security systems including intrusion detection and emergency stop;
• fare collection and enforcement equipment compatible and integrated with the Sponsor’s fare collection software system (“PRESTO”);
• supply, installation and integration of fixed block signalling, and provisions for Automatic Train Control (“ATC”);
• provisions for platform edge doors; and

• various works at Kennedy Station, including construction and installation of the west fan plant, expansion of a TPSS, and related microtunneling (together, “Kennedy Early Works”);[Note that the Sponsors are considering to complete these works as Preparatory Activities, if schedule and interface benefits can be realized. This will be confirmed in the near-term]
• utility relocations;
• road detours;
• permits, licences, approvals and agreements (e.g. preliminary site plan application, preliminary (stage 1) permit to take water, or preliminary (stage 1) sewer discharge permit);
• demolition of buildings;
• due diligence investigation (e.g. geo-environmental investigations, Subsurface Utility Engineering (“SUE”) investigation, topographic surveys, pre-construction condition surveys); and
• design acceleration of critical elements including temporary works (e.g. support of excavation (“SOE”)).

• an aggressive project schedule to meet publicly committed revenue service date of 2029/2030;
• performance of work around (and under) sensitive areas and structures, including: Highway 401, the TTC SRT facilities including McCowan Station and bridge structure, the Eglinton Crosstown LRT Station and GO Platforms, the Scarborough Health Network’s Scarborough General Hospital, nearby residential properties, the Scarborough Town Centre Mall and Highland Creek. In particular, the Sponsors anticipate that the Design-Builder will be required to:
  • protect all major existing infrastructure, including the Highway 401 infrastructure from deformation, settlement, and structural failure throughout the duration of the Project;
  • perform all works without causing disruption to Eglinton Crosstown Light Rail Transit project availability;
  • perform all works without disruption to the normal operations at Scarborough Health Network’s Scarborough General Hospital; and
  • perform all works without impacting the SRT while it is in operation and/or the structure is in place.
• minimizing impacts to the quality, reliability and associated costs of existing transit services provided by the TTC, Metrolinx, and other transit operators, particularly to the Line 2 Bloor/Danforth;
• traffic management during construction, including communications, diversions, closures, detours, signal changes, impacts to property owners in order to maintain bus operations, and traffic and pedestrian safety;
• installation of support of excavation at depths greater than 35 meters;
• existing ground conditions such as artesian ground pressures and site contamination; and
• interface with other SSE contracts (i.e. Advance Tunnel, Preparatory Activities at Kennedy, etc.).
